There are two different types of KOP councils in Texas.
District Level
The council is operated by a Masonic district. The Chairman or President of the local Board of Regents is directly responsible to the District Deputy Grand Master.
Lodge Level
The council is operated by a Masonic lodge. The Chairman or President of the local Board of Regents is directly responsible to the Worshipful Master.
